Citizens Property Insurance Shed Over 500,000 Policies in 2025 — What It Means If Your Rental Gets Reassigned

Florida's insurer of last resort just had its smallest footprint in years, and that shift is already reaching rental property owners across Central Florida.

Citizens Property Insurance Corporation began 2026 with roughly 541,000 fewer policies than it carried at the start of 2025, falling from about 936,182 policies in January to 395,144 by the following January. State regulators approved several rounds of the company's depopulation program throughout the fall, moving blocks of policies to private insurers eager to take on more business as the market stabilizes. By November, Citizens' count had already slipped below 440,000, putting it on pace for its lowest total since 2019.

For property owners, depopulation isn't just a headline number, it's a notice that can show up in your mailbox. If your rental's policy is selected for an assumption offer, a private insurer is proposing to take over your coverage, usually at renewal. You are not required to accept the offer. You generally have a window, often around 30 days, to opt out and remain with Citizens if the private policy doesn't match your coverage or premium. Owners who do nothing are typically moved automatically, so the policy change can arrive with little fanfare.

For landlords, this matters in a few concrete ways. First, compare the new policy's dwelling coverage, wind and hurricane deductibles, and any exclusions line by line against your current Citizens policy, since private carriers don't always match terms exactly. Second, check how the new insurer treats the property as a non-owner-occupied rental, since underwriting rules and required inspections can differ from a primary-residence policy. Third, keep your lender in the loop if you carry a mortgage, since your insurer change needs to flow through to your escrow account without a lapse in coverage.

The bigger picture is encouraging: a shrinking Citizens rolls generally signals a healthier private insurance market in Florida, with more carriers competing for business. But "healthier market" and "better deal for your specific property" aren't automatically the same thing. If you manage a rental in Orlando, Kissimmee, or St. Cloud and receive an assumption notice, read it carefully, ask the new carrier about renewal history and claims-handling, and don't let a deadline pass without reviewing the fine print.

Staying on top of paperwork like this is exactly the kind of detail a property manager keeps an eye on, so an insurance change doesn't turn into a maintenance or claims headache down the road.
